Разрешение относительного url-пути к его абсолютному пути


есть ли библиотека в python, которая работает так?

Да, есть urlparse.urljoin или urllib.parse.urljoin для Python 3.

>>> try: from urlparse import urljoin # Python2
... except ImportError: from urllib.parse import urljoin # Python3
...

'http://www.asite.com/folder/anotherpage.html'
